A person who has begun an act is to ascertain the mind of him who knows the method of performance  & secret thereof.

செய்வினை = an act

செய்வான்  = A person who has begun

செயல்முறைஅவ்வினை   உள்ளறிவான் =  An expert   who knows the method of performance  & secret thereof.

உள்ளம்கொளல் = use his experience & consult him.
